Patrick Phipps, Vice President

Patrick Phipps has over 25 years of experience in the telecommunications industry. He currently serves as Vice President and Partner of QSI Consulting, Inc. Mr. Phipps provides expert/technical consulting services to QSI's clients, including litigation and regulatory support, expert testimony, economic analysis and modeling, rate analysis, negotiation and arbitration assistance, witness training, case and discovery management, tariff management, and regulatory compliance. He has testified on telecommunications matters on numerous occasions before state regulatory commissions and in Federal district court, has co-authored expert reports and comments filed in proceedings before the Federal Communications Commission and Canadian Radio-Television Telecommunications Commission, and has assisted other QSI consultants and client witnesses prepare expert testimony for dozens of regulatory and court proceedings across the United States and Puerto Rico. He has also participated in numerous mediations and arbitrations.

Mr. Phipps has advised a wide variety of telecommunications industry stakeholders, including nationwide telecommunications firms, state regulatory commissions, consumer advocate organizations, state attorneys general, and the U.S. General Services Administration and U.S. Department of Defense. He also founded and managed a telecommunications service provider, 3L Communications, and was responsible for management of the company, including network monitoring, billing, and regulatory/revenue reporting.

Mr. Phipps began his career at the Illinois Commerce Commission in 1997, where he served as a Rate Analyst in the Telecommunications Division and as a Policy Advisor to a Commissioner. In these roles, he provided expert testimony on telecommunications costs and rates, mergers and acquisitions, alternative regulation, and intercarrier compensation, as well as provided expert advice and analysis on policy and procedural matters related to the regulation of public utilities. Mr. Phipps joined QSI Consulting in 2003, and has assisted QSI clients for the past 20 years. In addition, from 2014 through 2023, Mr. Phipps served as Director of Regulatory Affairs for Peerless Network, Inc. (an Infobip company), where he was responsible for regulatory compliance, tariff development/management, interconnection agreements, subpoena compliance, fraud detection/mitigation, and served as the company's custodian of records and robocall mitigation point of contact.
