BACKGROUND
This survey is being conducted on behalf of the New Mexico Attorney General's Office. The New Mexico Attorney General represents the interests of small business and residential consumers before the New Mexico Public Regulation Commission, which regulates the prices and service of New Mexico's local telephone companies. Qwest (now CenturyLink) is the largest New Mexico local telephone company. The Commission is currently evaluating Qwest's billing practices and Qwest's petition for deregulation in New Mexico. The purpose of the survey is to gather information to assist in determining the extent to which effective competition exists for Qwest in New Mexico and determine whether Qwest's billing practices are reasonable and sufficient to protect the consumer interests. To accomplish this task, we are asking employees and owners of small businesses and other organizations to answer the following questions.
INSTRUCTIONS
The questions contained in this survey are posed to you as an employee or owner of a business or organization in the state of New Mexico (rather than as a residential consumer). Please answer all the questions from this standpoint. "Local telephone service" refers to wireline – not wireless – service. Unless otherwise noted, please choose only one answer for each question.
